ALL STATE CRITERIA FOR POST COMMANDER 2019-2020
Judging will be done on May 23, 2020
1. Post Commanders Resume MUST be received at HQ, not later than May 22, 2020. The resume Must
include the name of the appointed chairperson for the following committees: Voice of Democracy,
2. Patriots Pen, Service Officer, Veterans and Military Support. It is RECOMMENDED the Post Service
Officer is certified by the NATIONAL VETERANS LEGAL SERVICE. The Resume will also include
any item listed below that is required.
3. Post must be GREATER than 100% in membership, either by the May 22nd deadline, or if all other
qualifications are met, then by June 30th, 2020 National deadline.
4. Post must purchase minimum of 500 buddy poppies ($65.00 per 500).
5. Post must have a representative (Commander, Sr. Vice, or Jr. Vice) at each District meeting.
6. Quartermaster must be bonded by September 1, 2019.
7. Post must have all trustee audits on file at HQ by May 22, 2020.
8. Post must conduct at least three (3) memberships drives. Drive dates and any additional information
MUST be documented in Commanders resume.
9. Post Commander must have signed up three (3) new or reinstated members.
10. Post must have been satisfactorily inspected and the inspection report on file with Department Inspector.
The inspection must have met the satisfaction of the Department Inspector and Department Commander.
ALL OF THE ABOVE CRITERIA MUST BE COMPLETED TO BE MINIMALLY ELIGIBLE
FOR "ALL STATE COMMANDER” IN ADDITION A MINIMUM OF (400) POINTS MUST BE
ACCUMULATED UTILIZING THE BELOW LISTED CRITERIA:
1. MEMBERSHIP points will be awarded for the following
Posts with 25 to 450 members:
(20) points awarded if GREATER than 100% by December 31, 2019
(10) points awarded if GREATER than 100% by May 22, 2020
Posts with more than 450 members:
(20) points awarded if GREATER than 100% by February 29,2020
(10) points awarded if GREATER than 100% by May 22, 2020
2. VOICE OF DEMOCRACY: (10) points for submitting an entry to District for judging. This should be listed on community service report, and Commanders resume.
3. PATRIOTS PEN: (10) points for submitting an entry to District for judging. This should be on the
community service report and Commanders resume.
4. NATIONAL CITIZENSHIP EDUCATION TEACHERS AWARD: (10) points for each category
submitted to District for judging, i.e. K-5, 6-8, 9-12, maximum of (30) points. This should be listed on
the community service report.
5. PUBLIC SERVANT: (5) points for informing the public of the program. (10) points for each category
submitted to District for judging, i.e. Police Officer, Firefighter, EMT. This should be reported on the
community service report.
6. LOYALTY DAY PROGRAM: (10) points for post ceremony as reported on community service report.
7. POW/MIA: (10) points for post ceremony as reported on community service report.
8. SCOUTING & YOUTH PROGRAM: A.E.R.S.O. (5) points, up to (25) points total for activities reported on community service report. (15) points for starting a shooting club.
9. COMMUNITY SERVICE REPORTS: (2) points for each submission (24) maximum.
10.SERVICE OFFICER REPORTS: (2) points for each submission (24) maximum. Cases must be
filed thru the DEPARTMENT OF ARIZONA VFW SERVICE OFFICE. (25) points if Post Service
officer is CERTIFIED BY NATIONAL VETERANS LEGAL SERVICE.

11. HOSPITAL REPORTS: (2) points for each submission (24) maximum.
12. VETERANS AND MILITARY SUPPORT: (2) points for each submission (24) maximum (must
submit on proper V&MS report form).
13. COOPERATION LETTER: (10) points for Letter of Cooperation from Auxiliary President and
(1) point for each activity with Auxiliary President (15) points total. (15) POINTS FOR STARTING AN AUXILIARY.
IN ADDITION POSTS MAY ACCUMULATE "BONUS”
POINTS BY PARTICIPATING AS LISTED BELOW
1. VETS IN THE CLASSROOM: (5) points per school visit, maximum (25) points.
2. FLAG RAISING OR FLAG RETIREMENTS: (5) points, maximum (25) points.
3. COMPLETED AND TURNED IN COMMANDERS BOOK: (25) points by May 22, 2020 deadline.
4. DEPARTMENT C OF A MEETINGS: (25) points per meeting (75) maximum.
COMMANDER, SR VICE COMMANDER or JR VICE COMMANDER MUST ATTEND.
5. VETERANS AND MILITARY SUPPORT-DONATION: (25) points, Any donation will suffice
for All-State (minimum of $100 to be eligible for ALL AMERICAN) donation must be received by State
Quartermaster by May 22, 2020.
6. VFW NATIONAL HOME-DONATION: (25) points, ($30 minimum) donation must be received by State Quartermaster by May 22, 2020.
7. ARIZONA CHARITIES-DONATION: (25) points, Post must have participated in fund raising for
SPECIAL PROJECT EVENT or a $50 donation must be received by State Quartermaster by May 22, 2020.
8. IRS TAX FILING: (5) Points for 990 series IRS TAX FILING (First Page Only or Copy Of E-Postcard) at Arizona VFW HQs (will be mandatory in 2020-2021).
ALL
STATE CRITERIA FOR DISTRICT COMMANDER 2019-2020
Judging will be done on May 23, 2020
1. District Commander's resume must
be into Department Headquarters by Friday, May 22, 2020. All resumes must name
the District Chairperson for the following committees: VOICE OF DEMOCRACY,
PATRIOTS PEN, HOSPITAL and VETERANS AND MILITARY SUPPORT.
2. The district must be 100% in
membership by May 22, 2020, or having met all other criteria, must be 100% by
June 30, 2020, which is the National Membership year. All membership criteria
will be determined by MEMSTATS.
3. Must attend or sent a
representative to each Council of Administration meeting. (Commander, Sr.
Vice-Commander, or Jr. Vice-Commander)
4. Must appoint a Veterans and
Military Support Chairperson
5. Must have bonded the District Quartermaster
by September 1, 2019
6. Must have all District Trustee reports
into Department by May 22, 2020
7. Must participate in at least
three (3) District/Post recruitment drives, as documented on the Commander's
resume.
8. The commander must have signed up
three (3) new or recovered members, as documented in the National Recruiter
files.
9. The district must have been
satisfactorily inspected with the inspection report on file at Department
Headquarters. A satisfactory inspection will be determined by the State
Inspector with the advice and consent of the Department Commander.
ALL
OF THE ABOVE CRITERIA MUST BE COMPLETED TO BE ELIGIBLE FOR CONSIDERATION TO
BECOME AN "ALL STATE” DISTRICT COMMANDER!
In Addition, the below listed
criteria involving "POINTS” will determine the
"ALL STATE CAPTAIN”
PROGRAMS: All State District
Commander (Captain)
1.
MEMBERSHIP points will be awarded for the

Districts
with memberships up to 2,500 members:
(20) Points for 100% by December 31,
2019
(10) Points for 100% by May 22, 2020
Districts
with more than 2,500 members:
(20) points for 100% by February 28,
2020
(10) points for 100% by May 22, 2020
2. VOICE of Democracy - (10) points for submitting a District entry to
Department for judging.
3. PATRIOT’S PEN – (10) points for submitting a District entry to
Department for judging.
4. NATIONAL CITIZENSHIP EDUCATION TEACHERS AWARD – (10) points for a
submission to Department for judging.
5. PUBLIC SERVANT AWARD – (10) points per category, i.e. Firefighter,
Police Officer, EMT, submitted to Department for judging. Maximum of (30)
points
6. LOYALTY DAY – (10) points for a Loyalty day observation as
submitted on the Commanders resume
7. POW/MIA – (10) points for a ceremony as reported on the Commanders
resume
8. TRUSTEE REPORTS – (10) points for each Trustee report filed with
Department prior to May 22, 2020
THE
BELOW LISTED "BONUS” POINTS WILL BE AVAILABLE:
1.
VETS IN THE CLASSROOM – (5) points per school visit,
maximum of (25) points as reported on the Commander's resume. Maximum of (25)
points
2.
FLAG RAISING or RETIREMENT CEREMONY– (5) points each event, maximum of (25) points as reported on the Commanders
resume
3.
VETERANS AND FAMILY SUPPORT – (25) points
if donated prior to May 22, 2020, any Dollar amount, (50) points if donated
prior to May 22, 2020, in the amount of $100.00 or
more through Department
Headquarters.
4.
NATIONAL HOME – (25) points for a $30.00 donation
to the Arizona Cottage through Department Headquarters prior to May 22, 2020.

"ALL STATE” DISTRICT COMMANDER WILL RECEIVE
A
CAP, LAPEL PIN, AND DISTRICT CERTIFICATE
District Commanders are responsible
for submitting a District Quartermaster resume to Department Headquarters prior
to May 22, 2020, for the Quartermaster to be eligible for "All State
Status”. QM will be "All State” only if Commander achieves "All
State”
