ALL STATE CRITERIA FOR
POST COMMANDER 2024-2025
 
 Judging will be done on May 17, 2025
 
 
1. Post Commander’s Resume MUST be received at HQ, not later than May 12, 2025. The resume MUST include the name of the person’s appointed chairperson of the following committees: Voice of Democracy, Patriots Pen, Service Officer, Veterans and Military Support. The resume will also include any item listed below that is required.
 
 
2. Post must be 101% in membership, by May 12th, 2025
 
3. Post must purchase three (3) buddy poppies per member as reflected by National Memstats.
 
4. Post must have a representative (Commander, Sr Vice Commander, or Jr Vice Commander) at each District meeting.
 
5. Post must appoint a Veterans and Military Support chairperson.
 
6. Quartermaster must be bonded by September 1, 2024.
 
7. Post must have all Trustee audits on file at HQ by May 12, 2025.
 
8. Post must conduct at least three (3) Membership Recruiting drives. (Drive dates and any additional information MUST be documented in Commander’s resume AND published in National’s Dashboard by May 12, 2025
 
9. Post Commander must have signed up three (3) new or recovered members.
 
10. Post must have been satisfactorily inspected and the inspection report on file with Department. The inspection must have met the satisfaction of the Department Inspector and Department Commander.
 
ALL OF THE ABOVE CRITERIA MUST BE COMPLETED TO BE MINIMALLY ELIGIBLE FOR "ALL STATE COMMANDER”. IN ADDITION, A MINIMUM OF (400) POINTS MUST BE ACCUMULATED UTILIZING THE BELOW LISTED CRITERIA:
 
1. MEMBERSHIP points will be awarded for the following:
 
Posts with 25 to 450 members:
(20) points awarded if 101% by January 31, 2025
(10) Additional points awarded if 102% by May 12, 2025
 
 
Posts with more than 451 members
(20) points awarded if 101% by February 28, 2025
(10) Additional points awarded if 102% by May 12, 2025
 
 
2. VOICE OF DEMOCRACY: (10) points for submitting an entry to District for judging. Must be submitted by Post to the Programs Dashboard by May 12, 2025.
 
 
3. PATRIOT’S PEN: (10) points for submitting an entry to District for judging
Must be submitted by Post to the Programs Dashboard by May 12, 2025.
 
 
 4. NATIONAL CITIZENSHIP EDUCATION TEACHER’S AWARD: (10) points for
submitting an entry to District for judging. . Must be submitted by Post to the  Programs Dashboard
by May 12, 2025.

5. PUBLIC SERVANT: (5) points for informing the public of the program. (10) points for each
category of public servant submitted to District for Judging, i.e. Police Officer, Firefighter,
EMT, 911 dispatcher. This should be reported on the community service report.
 
6. LOYALTY DAY PROGRAM: (10) points for post program as reported on the community service report.
 
7. POW/MIA CEREMONY: (10) points for post ceremony as reported on community service report.
 
8. SCOUTING & YOUTH PROGRAM: A.E.R.S.O (5) 5 points, up to (25) points total for activities
reported on the community service report.
 
9. COMMUNITY SERVICE REPORTS: (2) points for each Programs Dashboard submission (24) maximum
 
10. SERVICE OFFICER REPORTS: (2) points for each on-time submission (24) maximum
 
11. HOSPITAL REPORTS: (2) points for each on-time submission (24) maximum
 
12. VETERANS AND MILITARY SUPPORT: (2) points for each on-time
submission (24) Maximum (must submit on proper VMS report form).

IN ADDITION, EACH POST MAY ACCUMULATE "BONUS” POINTS BY PARTICIPATING AS LISTED BELOW:

1. Membership Drive: (5) points per drive over 3 required, max 25 points
 
2. VETS IN THE CLASSROOM: (5) points per school visit, maximum of (25) points
 
3. FLAG RAISINGS, OR FLAG RETIREMENTS: (5) points, maximum of (25) points
 
4. COMPLETED AND TURNED IN A COMMANDERS BOOK: (25) Points by May
12, 2025.
 
5. DISTRICT MEETINGS: (25) points per meeting, (100) point maximum (Commander, Sr Vice Commander, or Jr Vice Commander)
 
6. C of A MEETINGS: (25) points per meeting, maximum (75) points (Commander, Sr Vice Commander, or Jr Vice Commander)
 
7. VETERANS AND MILITARY SUPPORT – DONATION: (25) points, Donation of
$50 must be submitted through National Programs Dashboard prior to May 12, 2025. ($100 is required
for All-American)
 
8. VFW NATIONAL HOME - DONATION: (25) points, Donation $50 must be received by Department
Quartermaster prior to May 12, 2025
 
9. UTCH/HUMANA – (30) Posts that receive an Unrestricted Grant of $500 or more from VFW Foundation
for a properly reported UTCH donation will receive 30 Points
 
 EACH "ALL STATE” POST COMMANDER WILL RECEIVE A
CAP, LAPEL PIN, AND POST CERTIFICATE
 
Post Commanders are responsible for submitting a Post Quartermaster resume to Department
Headquarters prior to May 12, 2025 for the quartermaster to eligible for "All State Status”. QM
will be "All State” only if Commander achieves "All State”

EACH "ALL STATE” QUARTERMASTER WILL RECEIVE A CAP, LAPEL PIN,
AND POST CERTIFICATE

ALL STATE CRITERIA FOR
DISTRICT COMMANDER 2024-2025
 
 
Judging will be done on May 17, 2025

1. District Commanders resume must be into Department Headquarters by Monday May 12, 2025. All
resumes must name the District Chairperson for the following committees: VOICE OF DEMOCRACY,
PATRIOTS PEN, HOSPITAL and VETERANS AND MILITARY SUPPORT.
 
2. District must be 101% in membership by May 12, 2025.
 
3. Must attend or sent a representative to each Council of Administration meeting. (Commander, Sr.
Vice-Commander, or Jr. Vice-Commander
)

4. Must appoint a Veterans and Military Support Chairperson

5. Must have bonded the District Quartermaster by September 1, 2024

6. Must have all District Trustee reports in to Department by May 12, 2025

7. Must participate in at least three (3) District/Post recruitment drives, as documented on the
Commanders resume.

8. Commander must have signed up three (3) new or recovered members, as documented in the National
Recruiter files.

9. District must have been satisfactorily inspected with the inspection report on file at
Department Headquarters. A satisfactory inspection will be determined by the State Inspector with
the advice and consent of the Department Commander.

ALL OF THE ABOVE CRITERIA MUST BE COMPLETED TO BE ELIGIBLE FOR
CONSIDERATION TO BECOME AN "ALLSTATE” DISTRICT COMMANDER!

In Addition, the below listed criteria involving
"POINTS” will determine the "ALL STATE CAPTAIN”

PROGRAMS: All State District Commander (Captain)
 
1. MEMBERSHIP points will be awarded for the following:

Districts with memberships up to 2,500 members
(20) Points for 101% by January 31, 2025
(10) Additional Points for 102% by May 12, 2025

Districts with more than 2,500 members
(20) points for 101% by February 28, 2025
(10) Additional points for 102% by May 12, 2025

2. VOICE of Democracy – (10) points for submitting a District entry to Department for judging. Must
be submitted by District to the Programs Dashboard by May 12, 2025.


3. PATRIOT’S PEN – (10) points for submitting a District entry to Department for judging. Must be
submitted by District to the Programs Dashboard by May  12, 2025.

4. NATIONAL CITIZENSHIP EDUCATION TEACHER’S AWARD – (10) points for a
submission to Department for judging. Must be submitted by District to the  Programs Dashboard by
May 12, 2024

5. PUBLIC SERVANT AWARD – (10) points per category, i.e. Firefighter, Police Officer, EMT, 911
dispatcher submitted to Department for judging. Maximum of (30) points

6. LOYALTY DAY – (10) points for a Loyalty Day observation as submitted on the Commanders resume
 
7. POW/MIA – (10) points for a ceremony as reported on the Commanders resume
 
8. TRUSTEE REPORTS – (10) points for each Trustee report filed on time with Department

THE BELOW LISTED "BONUS” POINTS WILL BE AVAILABLE:

1. VETS IN THE CLASSROOM – (5) points per school visit, maximum of (25) points as reported on the
Commanders resume. Maximum of (25) points
 
2. FLAG RAISING or FLAG RETIREMENT CEREMONY – (5) points each event,
maximum of (25) points as reported on the Commanders resume

3. VETERANS AND MILITARY SUPPORT

•  (25) points if any amount donated prior to May 12, 2025 through National Programs
Dashboard

•  (50) points if donated prior to May 12, 2025 in the amount of $100.00 or more through National
Programs Dashboard

4. NATIONAL HOME – (25) points for a $60.00 donation to the National Home through Department
Headquarters prior to May 12, 2025

EACH "ALL STATE” DISTRICT COMMANDER WILL RECEIVE
A CAP, LAPEL PIN, AND DISTRICT CERTIFICATE
 
 
District Commanders are responsible for submitting a District Quartermaster resume to Department
Headquarters prior to May 12, 2025 for the Quartermaster to eligible for "All State Status”. QM
will be "All State” only if Commander achieves "All State”

EACH "ALL STATE” DISTRICT QUARTERMASTER
WILL RECEIVE A CAP, LAPEL PIN AND DISTRICT CERTIFICATE
